What Is the New USCIS Rule as of April 2025?

Who Must Register?

Under this new guidance, any non-U.S. citizen aged 14 or older who is physically present in the United States for over 30 consecutive days must register with USCIS, unless exempted by law. This applies to:

  • Green Card holders (Lawful Permanent Residents)
  • Temporary workers and students (H-1B, F-1, J-1, etc.)
  • Individuals applying for asylum, TPS, or other humanitarian relief
